While I am uncomfortable with them doing this, I think the main people this impacts are really the P2P users that just download everything and constantly seed a lot of stuff. Comcast's cap is equivalent to downloading three to four HD movies a day, every day, which is quite a lot. I think this is a bit alarmist.
